There is no bureaucratic agency that decides what quantity of all goods go everywhere. There is no need. Goods will naturally flow to where there is demand for them. Because businesses want to make money. Stores have buyers who order goods from suppliers that their customers want. This happens at millions of businesses. No government agency tells them how many steaks or winter coats or tires or quarts of ice cream to order. Those decisions are done without government intervention - except in unusual situations.
