By that logic, a million people who dump fifty pounds of emissions each into the atmosphere are doing less damage than a hundred people who dump a hundred pounds each, and the goal should be to get those hundred people down to fifty pounds or less.
You think the atmosphere cares about "per capita?"
The real reason the politicians don't care about what China does is that this was never about the emissions in the first place.
