I've produced a number of internal videos for Kaiser Permanente NW and Providence as well a for a few other hospitals and medical field organizations. I've been told that all of ER visits by patients who cannot pay themselves are billed to Medicaid. Obviously the hospitals are not getting full reimbursement but that is what they do.
