The man's family can't take care of him; they're ignorant, too. You simply have no conception of reality. So you'd leave all those people to die on the streets as homeless beggars which is where a lot if not most of them would end up. Or they'd become criminals robbing others just to eat. You're damn well going to make sure not one of them is taken care of because it MIGHT mean some centralized control. Hell, it isn't even money out of your pocket.
