Barry,
Neither COSPAR, nor SSB support ICAMSR or its loony assertions. In fact, here is SSB's recmmendation: "Because returned samples will advance Mars science to a new level of understanding, COMPLEX endorses the high priority given to sample return by earlier advisory panels, and recommends that a sample return mission be launched at the 2011 opportunity."
-Source: "Assessment of Mars Science and Mission Priorities," Committee on Planetary and Lunar Exploration, Space Studies Board, November, 2001.
Neither COSPAR, nor SSB assert that ISS should be used as an MSR quarantine facility.
As for Mr. Hoagland, I suspect you know a lot more about his website than I. Afterall, most of your supporters are members of "The Enterprise Mission."
