From 1929 to 1953, Stalin was directly responsible for the death of 11 million people.
What those dictators (like Saddam) use, is fear. Fear of each other. Everybody being afraid of everyone else. And they were themselves afraid of their entourage.
Sure , communism used the fear culture to a horrible extend.
Then, in 1985, came Mikhail Gorbatchov and he changed the whole matter.
