I don't see that your "interest group" plan...

...addresses the issues you raise any better than the current "drawn by those in power" plan or the "robot" plan.

It seems to me like your plan is a baby-step towards a parliamentary system with many parties. Or maybe the vice versa where Parliamentary government is a baby step to your system with a million interest groups.

Personally, I do have affinity with those who live close to me. My neighbors in the city of Glendale, CA are a group of folks who I am privaleged to share HR representation with. I expect that a robot (built with a proper desire to keep population centers together if at all convenient) would keep us together. I am certain that if Republicans ever get a majority in CA legislature, then Glendale will be split apart. Really, I like it this way.
