Redistricting based upon the 2000 Census had already been completed. The Texas R's are attempting to misuse legislative procedure in order to redraw the lines.
And it is exactly the same in California where right wing Republicans have misused the state's excessively loose recall laws in order to second guess the electorate's decision made less than two years ago. What's amusing is that Mr. Issa, who started this whole mess has effectively disappeared from the scene, purportedly to work for peace in the Middle-east. Yeah right.
