Consider our Tom. In his heart he's a Libertarian, but because the Libertarian Party can't get a majority in individual voting districts across the country, it has no power, and Tom has to settle for the Republicans. He's complained many a time about those areas where Republican ideology differs from the Libertarian.

Libertarian candidates often manage as much as 10% of the vote, which makes them a significant minority; yet geographical representation means that Libertarian representation in government is zero. Zippo. Zilch. I think it'd be a fine idea to come up with a system that allows Libertarians their 10% slice of the representation pie.

Libertarians are a fine illustration of my original point--they're dispersed around the country, and nowhere concentrated enough to win even one seat in the House; yet in total they make up 5-10% of the voting population. It's unfair that they're shut out. I'll bet you can come up with many more examples of significant political groups that are shut out by geographical representation.
