Despite his Quebequois bumpkin accent and his crooked face (the result of a childhood lillness), Chretien is actually a very smart guy. A jerk in a lot of ways, not the greatest leader we've ever had, but hes been in power for along time.
As far as the weather goes... we go hiking in the lush, green woods all year round, we don't swelter with high termperatures and humidity all summer, there are people water-skiing on local lakes in February, and one can go downhill skiing on Grouse mountain (10 minutes from downtown Vancouver while) watching people sailing and wind-surfing on English bay down below. My daughter spent 15 minutes splashing around in the lake on New Year's Day a couple of years ago... voluntarily, yet!
Admittedly not all of Canada is this temperate, but with properly designed houses, vehicles and clothes, it's all quite "bearable".
