Well, Bush inherited a flaky defense system that had been under construction since the Hoover administration, with a nice hiatus during Reagan's Star Wars initiative, and a further hiatus during Clinton's "let's get rid of that make believe Star Wars-thingie that Republican 'actor' started" initiative.

During all this, please recall that the CIA, FBI, and various military intelligence divisions failed to communicate with each other. Had Clinton been in office on Sept 11, 2001, there would have been no change to the outcome of the attacks.

Belief otherwise is pure fantasy,
