In your links, the word "gulag" is not mentioned once for Iran, North Korea or Cuba*. You'd think somehow these oppressive regimes would qualify more, wouldn't you?
As for your dictionary definitions:
2. A forced labor camp or prison, especially for political dissidents.
3. A place or situation of great suffering and hardship, likened to the atmosphere in a prison system or a forced labor camp.
Sorry, but I just don't see the captives as mere "political dissidents" or the camp generally being one of "great suffering and hardship". They are not exactly conscientious objectors being held for their Quaker beliefs or being forced to toil all day in the tropical sun to build the Carribean equivalent to the Bridge on the River Kwai. Occasional prisoner mistreatment and abuse is inexcusable, but let's not slash and burn the whole forest just because one or two trees have rotten limbs.
* Since Guantanamo is located on Cuban soil, that means Amnesty International has found a modern equivalent of a gulag under Castro's rule! ;-)
