You're not looking at a report, you're looking at a press release about it. The report, which apparently runs over 400 pages, has not been released to the general public, and those in the press who have seen it sure aren't going to spread it around.

There is a lot more to the Hurricane Pam study, which involved a simulated category 3 storm hitting New Orleans. It would be interesting to see the specifics on shelter locations and other details.

Someone who was in on the study posted something about it here.
