re: Document links

Your idea that the media were restricted by the source from reprinting the document is certainly possible, although I can't imagine handing over such a document and allowing the media to pick and choose what they would print being much different from allowing full access. Remember, I'm going by a media source that said they were handed the whole thing from an anonymous source.

To speculate a bit further along the lines of your idea, the anonymous source may have feared, or even known, that his copy was "tagged," a not-uncommon practice in security-intensive businesses. Each copy of the document is altered in some insignificant way (adding a sentence, changing a word order, something like that) that identifies that copy exclusively. An image of the document on the web would immediately flag the source.

This is done with things like business plans or confidential technical reports. I have no idea why a hurricane study would go that route, but maybe the source was paranoid.

I know damn well bloggers have an agenda. Few of them hide it. I take that into account, but I don't automatically assume that every news story or document they point out is automatically poisoned by that. What's unfortunate is the mainstream media continuing to try to pretent they DON'T have an agenda.

As for alcaray's comment, a news site that can't deal with the bandwidth generated by that size document isn't trying. A 500-page PDF document in image format (no searchable text) is only about 20 MB. Such a document, digitized, is about 7 MB (example: the 9/11 Commission Report).
