OK, it wasn't a full, official "report". It was reported. It was a press release, as labelled. It still came from FEMA's office. If the best you can do is split hairs over terminology, then I know you recognize what it means.
In it, they specified some of what needed to be done, and what they committed to doing. It was the Cliff's Notes version, but it was still a list. It was not done.
A more detailed list including methodology would be nice. It would give a more complete picture of what was not done.
I find it interesting that you have cited The Daily Kos, whom in past lives you have derided as the height (or depth) of left-wing propaganda.
If officials make a plan, and publish it, even in brief form, this is a statement of intent. To fail to implement most of it for over a year is a failure. To then turn around and blame other people for believing that you would do what you said is unconscionable.
If Federal documents are, in fact, fiction, they need to be labeled as such. I have believed that a lot of what this administration publishes is fiction for some time, but it's been so far removed from the public's direct observation that it isn't obvious. This is very obvious.

The press release contained part of the action plan, which I quoted.
