Try this:
Gasoline: supply shortages caused by lack of refinery capacity going back for years.
Solution: build more refineries.
Oil companies: showing no desire to build more oil refineries.
They are certainly entitled to make a "it's so hard to build refineries" excuse, if they indeed try to build refineries and find it difficult. Else, they are not.
