My Gal and I bought a duplex awhile back with two old half-dead furnaces. We live in the top unit and rent out the bottom, and we had to replace that furnace first. Which meant we had to have a cold winter our first year there. Plus I grew up in a drafty old house. So I have some tips...
plastic vapor barriers: Put them up on all your windows. The pockets of dead air are great insulation.
If you have a basement with exposed rafters, you can consider stapling up plastic sheeting, seal the sections together with duct tape. WATCH OUT FOR ANY EXPOSED ELECTRIC WIRES! This will stop drafts.
Closing off a second floor is drastic, but can work if you are really desperate.
Make sure you have good tight doors on bathrooms, kitchens, 'superfluous' rooms. Keep those doors closed and close off the registers. Do the same for bedrooms until you need to heat them up to go to bed.
Work Late, use this as a time to earn that next promotion- next year might just be worse.
Use electric blankets and roll the thermostat waaay down at night.
