Buffet's $$$$ and Gates Foundations MOTIVES?

Now, don't get me wrong, I like to help another person as much as the other guy, but why now the hoopla from Warren and Bill saying their combined assets in charity total like 60 billion. Is this a correct figure and does the foundation have this assets on hand at all times? It seems odd that Buffet was saying he would not give any money away 'til he died, now BIG change of heart. Is the tax man a motive for him?
And last, all articles and TV stories bally-hoo how much of this money will go to third world countries to fight disease and the like, past records indicate waste and mismangement of funds with the victims seeing little or no aid. The shots of Gates wife cradling sick kids is moving, yes, but how about spreading some of that here in USA....
Any comments or hard facts on this billion dollar charity marriage of the Titans?
