The rich are taxed far more than the others, even by percentage, because that's where the money is, and, basically, because the government can.
Most of this tax money is used by politicians to purchase votes and campaign contributions. It leaves the pocket of the taxpayer and is used to bribe constituents. Every social program, highway project and corporate welfare gimmick is a politician fishing for political power using other people's money. This is not a monopoly of either party.
If you went through the list and added up all the things usually listed as "critical functions of governent," you get a budget a fraction the size of the current one. In fact, most of the standard lists I'm given (highways, libraries, police, fire departments, water, sewer, etc.) are not even funded by income taxes.
Even if you added in people in real need of a safety net, the budget would still be far less.
It's amazing the moral patina that simple looting has acquired over the past hundred years. At least be honest about it.
As for Publius' proportional voting, the sad part is that, however impractical this would be in real life, this would actually be fair. The ones who actually pay for it, get more say in how it's spent. In any other situation other than political, people would think that was perfectly reasonable.
