I saw the video a couple of times right after it happened, and that was plenty for me. Didn't seem worth drawing attention to...my attitude is that I probably can't be surprised any more by Bush doing something gauche or awkward and embarrasing. That's just Bush.
What I saw in the video was just Bush being his usual gregarious self, sometimes oblivious to the reaction he sometimes inspires in people. Merkel was surprised, and didn't react as if she welcomed the contact. Somebody commented that the move she made, throwing her forearms up as if she's trying to hit somebody behind her, is taught to women in self-defense courses. I don't know, but it seems reasonable, and the move seemed automatic, as if trained. It took her a second to put back on her diplomatic game face.
To me it's just another day in the reign of George W. Bush.
