maybe she had been winking at him.
but seriously, if you were Chancellor of Germany decking him would have been as improper as what he did.
If you are not the German Chancellor ask yourself how many times a similar thing has happened to you, perpetrated by not a stranger but someone have known for a while and have been communicating with for several days. How did you react?
I have had that exact move happen to me several times done by women in a relaxed business setting. On one occasion I recall being mildly startled by the familiarity but in no case was I ever indignant and on no occasion was there any sinister or carnal intent on the part of the women.
Bush was nuts to do such a thing in a public setting and her reaction was barely appropriate. Anything more would have made her look as silly as Bush. A more subtle reaction might have made her look a lot better than she did.
Actually, I find many of our world leaders are looking a bit insane. What could be sillier than the Japanese Prime Minister breaking into an Elvis impersonation at Graceland? Can you imagine our reaction to Jimmy Carter doing a Kung Fu routine while visiting Japan?
