He's a touchy-feely person and seems to go out of his way to make human contact with people in the room. Handshakes, pats on the back, high-fives, massages for women's shoulders, Fist knock-secret handshakes, reaching out and touching your shoulder, etcetera.
It's not a sexual thing, or a control thing as most people think - it's a trust thing. He does it intuitively and part of him watches how people react to it, sub-consciously.
Bush is big on trust. Personal contact implies trust on the part of the recipients. If you flinch or act shocked, he'll back off and be wary. If you return the pat or contact with one of your own - the circle of trust is completed.
Robert would probably go into some primate comparison with discussions of mutual grooming at this point and he would be right. It's a pack thing. You have to remember Bush owned a ball club and there's a lot of physical contact there. Pats, hugs, rubs, etcetera.
Merkel was offered acceptance into the Bush inner circle of primates.
