I prefer New Jersey's plan

It requires all residents to purchase private health insurance, just like auto or house insurance. If you can't afford it, then the state will pay the bill for you. This sets everyone up with medical insurance, but keeps the state from taking over the healthcare system. It's simple, workable and efficient.
