Why?

Not for any of the reasons you provided, but rather to prove once and for all the foolhardiness of heading in a socialized medicine direction in the US - especially one in which the illegals are the driving force and calling the shots.

Another part of me knows it would empty some of the slums around Phoenix as they go packing off to California. Hey, why wouldn't I want that? Along with my rightwing blinders came all the official NIMBY documentation and smoke colored glasses!

If it doesn't get enacted, half the state will feel it is a GOP conspiracy to make illegals and their offspring suffer the fate of their families back in Mexico. It's much better to let them wake up to the "Mexicafation" of California as they watch hordes from all over the world follow their lead in wanting a "better life" at the expense of the existing legal citizens who they clearly couldn't give a whit about.

That's liberalism in it purist form: the "ME!" mentality.

Yes, part of me, the 'liberal' in me, would damn millions to a failing medical system, closing hospitals and private practices. It would be a boon to see the more qualified doctors and healthcare professional flee California for neighboring states to help boost the quality of medicine in non-socialized regions where their skills will bring commensurate income.

Likewise if private medicine is made illegal, we will see the upper middle class and upper classes start leaving in greater numbers than ever before. Whether one has earned or was born with a better Badenzimmer to use - often also means not wanting to share it with half of the third world.

The rich or somewhat rich will only tolerate a 60/40 statistical outnumbering with the 3rd worlders. After all - they need gardners, nannies and car detailers. Once "Genuine Legal Californianstm" number only 1 in 10 or even worse 1 in 15 - California will literally become a wasteland of ghettos and slums.

And this could be good to see. Much as the nation likes to see Nevada become the toilet for every states nuclear waste - the nation also wouldn't mind California becoming a magnet for all the nation's illegals, jobless, homeless, chronically ill and even the hypochondriacs.

But that's just the "liberal" part of me. The conservative, compassionate part wouldn't wish that on my worst enemy. Nowhere in the world is such a system employed. No nation is idiotic enough to invite unlimited numbers of illegals into their country to exploit their resources and change their nation to become nothing more than a doormat for the rest of the world.

Only "liberal" Californians can be that unfathomably dumb.
