On that question I tend to agree with the rationale given:
Excluding undocumented residents would defeat the purposes of this statute- streamlining administration, reimbursing medical providers for all patients, containing communicable diseases, and improving the general health of the population.
The latter points are the fundamental basis of any public health program. Nothing is a better example of how we're all interconnected than the spread of communicable diseases. Hell yes I want everybody around me caught up on their shots and all-around healthy. I know where my (enlightened) self-interest lies!
