As a California program, I guess it would not preclude the priviliged getting a private program out of state but this provision may well result in failure of the initiative.
I am a proponent of national universal health care, when and if it is a good workable program. The only way to assure that it will be good and workable is to make it the only game in town. As long as the rich and powerful can opt out of universal health care they will not mind throwing crap on the table.
Obviously the ultra rich will always have options but we can and should get 99% under any program worth implementing. I understand the temptation of any plan vs no plan but I consider selective health care to be managed mortality and not managed care.
