I'm not going to do your thinking for you. If you want to learn about the gang problem in that area, just south of where I live, google '"morgan hill" gangs'. The 37,000 hits should keep you busy for a while. Among them will be the MH Unified School District's anti-gang policy. The school acted within that policy (see rule #c).
