You got me, they are inscrutable.
My guess would be that they (particularly the Cantonese-speaking Chinese) are an urban culture with a long history of civilization and mercantile/entrepreneurial activity. Actually, they have a lot in common with Cubans in that respect.
The Mexicans, are, to a very great extent, an indigenous Amerind peasant culture, once highly civilized,, but whose society was decapitated and dispersed by the Spanish Conquistadudes. That's why they're so brown. Iberians are Western European, Celts and Gauls, they took over in the Valley of Mexico and only come to the USA to shop.
I am speculating, of course. It's easy to oversimplify and generalize unfairly when discussing this sort of thing. It is tempting to pick the facts that support your prejudices. I suspect luck has a lot to do with it, too. My parents used to look at our rural Cracker neighbors and mutter underneath their breath "How can they live like that? Why don't they pick themselves up and make something of themselves?"
