I think you're missing something important: we can't even agree on how to deal with our cultural evolution: how to organize societies, economics, governments, and the relationships between human beings. Good Lord, we are at almost constant conflict, including active warfare, due to disagreements on which ideas are best.
What the heck makes you think we would have any luck coming to any kind of a consensus about which physical or biological traits would be best? Even assuming you could talk, for example, a highly-religious person into the morality of messing with "God's Creation" in the first place?
Naturally, each culture could go off in their own directions, but then individuals would disagree. I almost think random evolution might come up with genetic solutions as good as might be generated by a government committee.
