Most of this research is being done by private companies.
Governments won't have much to say about it. I'm sure there will be goverment sponsored programs in many countries, but the vast majority of the experimentation will be done in private labs. The artifical womb is going to be a great tool for genetic researchers. If an experiment goes wrong, no one needs to know.
