California, by invalidating Prop. 187 - has in many ways already embarked upon a state imposed reverse-eugenics program.

And it's pretty self-evident that its working just the way they want it to.

Yes, genetic warfare is already being conducted. However, in backrooms and strategy sessions its called "manipulating and creating sustainable demographics."
