Art got it right.
Those trucks aren't driven by liberators bring freedom but by occupiers bringing oppression. They remind me of the Nazi "Black Maria", but even that wasn't armored. Having one of those trucks come down the street knowing that the occupants can kill, torture and maim you and your family without any recourse to you or accountability for them would be terrifying. No law in the world will protect you.
It's impossible to say that the US is in Iraq for the Iraqis when they have to drive around in those vehicles, when the visits by dignitaries have to be kept secret, and when there is a "Green Zone" for the offices of both the native government and the occupying power.
Now, if US troops were driving around in open HumVees, enjoying the sunshine, the people and the countryside, if Bush were able to work the crowd there and Rice didn't have Blackwater guards shooting up civilians to clear the way for her it might be different.

Those trucks drive a stake through the heart of the stated Iraq policy.
