You're exact quote was "Bush administration...starving the VA of resources." While it goes without saying that every government agency in existence is convinced it needs to have its budget doubled every year, so far you have brought no objective evidence to the table that this was true.
Many of the problems mentioned here are not issues of enough money, but issues of people dealing with the effects of war.
