Those are the first real facts on VA funding shortfalls that have appeared on this thread, and two of them are pretty good ones.

I stand corrected, at least so far as those fiscal years are concerned. It does appear the VA was not getting all the money it needed, at least during those phases of the budget process.

Nice spadework, padawan.

Do you have more recent information on how things are for 2008 and 2009 budgets? Have things improved, or not?
