You might note some references throughout this area of the document to an "Effectiveness Memo." This is referenced on page 92 as a memo to Steven G. Bradbury titled "Effectiveness of the CIA Counterintelligence Interrogation Techniques" (March 2, 2005).

Oddly, this particular memo, like the one titled "Khalid Shaykh Muhammad: Preeminient Source on Al-Qa'ida" (July 13, 2004) has not been released.
