Some things to consider
I said we are a target, I didn't say we were the only target.
WMD are not just a hobby for Saddam as evidenced by this Oct 2002 CIA report on Iraq's bnc programs. The report also outlines Saddam's single-digit defiance of the UN.
With a little deductive reasoning, it should be easy to see that these weapons, especially the bio-weapons, are not intended for tactical defensive purposes.
It looks to me like Saddam is intent on building a war machine...and using it.
