You can spend all the money in the world and their are still going to be both poor people and drug addicts. Some people are simply beyond the help of others because they won't even help themselves.
I have an uncle who barely gets by. You ask him why and he says it's the governments fault, or someone else is to blame. The government didn't make him drop out of school, nor did it make him quit every decent job he's ever had. This man refuses to hold down a job for longer than a few months before quiting. On top of that, he's smokes around five packs of cigerettes a day. That's a lot of money going up in smoke. As long as he's got a few dollars in his pocket and something to smoke, he's happy. But no, it's not his fault that's he's in a hole, it's someone elses fault. Until he looks himself in the mirror and takes responsibility for his own sorry state nothing's going to change. The world owes him nothing, he owes it to himself.
