Whose vote counts more? The millionaire getting his wealth sucked away, or the hundred people gleefully grabbing it at the other end?
Whose vote counts most of all are neither of those two categories, but the thousands in the middle, with neither wealth to be sucked away or sufficient need to receive any resdistribution.
Unfortunately, a distressingly large portion of those people never vote.
The question is: how do we persuade them that they should?
