As a former small-boat sailor (something I hope to resume someday), I'd just as soon get those damn stink-pots off the lakes.
Betcha I also could find a bunch of responsible members of the "power squadron" - especially the fishermen - who are equally insenced when the assholes zoom by, throwing as big a wake as they can.
To answer your question: no, we can't tell recreational boaters to stop. The market will force them to, in due time. . . and the people who make a living on/from the water will return to what they used before: wind power, directly applied. The bottom will fall out of water-skiing, but there'll still be fresh fish at the dock.
