Yes, Diablo Valley, but I haven't experienced any concerns for bans.
I agree with bans on motors that pollute lakes.
Docked boats with oily engine compartments can pollute water by pumped water from the bilge pump and that should be strictly enforced.
All in all I think there's good balance in the boating world.
If I had my way, the current trade off no smog requirements for power needed to get a boat on plane and or underway would be changed. Sure the cost would rise but the new technology gained from having to develop more efficient engines would benefit everybody.
