Blow up a bus knowing you're going to kill 20 people on it.
Drop a bomb on a suspected terrorist safe house, knowing there could be 20 people unconnected to your target affected.
Difference? One is called terrorism, one is called collateral damage.

USA continually calls on UK to negotiate with IRA. Americans* see IRA as freedom fighters despite bomb attacks in London, Ulster and elsewhere. Without US money via NORAID, IRA would have likely been starved of funds and this weapons.
Post 2001 - They attacked us. No surrender, no negotiation, kill em all.
Difference?
Depends on who is being attacked, don't it?
Keep the "who do you want to win" crap to yourself. I know who I want to win, I just don't agree with you as to how to do it. See the difference?
*sorry for broad brush, obviously not intended to reflect anyone here, but "Americans" in general, including those in leadership positions.
