Yes little tyrannies can exist inside of free western societies and have. They get eliminated by people willing to risk their lives backed by over whelming force available if needed. These little tyrannies survive through intimidating people not to get help from the rest of the nation. Once they do the jig is up. It has happened many times including the civil rights era and the NY mafia crackdown. It was a far different situation in Iraq and Afghanistan. Help was needed from outside the country because the country itself was the tyranny.
