What makes you think Congress had to reauthorize a war already authorized? Saddam broke the GW1 truce which was fully authorized. We had ongoing hostilities. What news blackout were you in over the past decade that you weren't aware of ongoing attacks on US forces and their retaliatory actions?
Clinton didn't pull the trigger on a stronger response to both Iraq and Al-queida because he chose to risk american lives rather than political capital (he needed that to avoid impeachment). In essence Clinton sacrificed national security for a blow job. Prior to 911 it would have cost him dearly politically to do much more than the pinpoint minor retaliations he ordered. You allude to this in your own post, but seem to agree with Clinton that political capital is more important than saving lives. That attitude is exactly what has soured me tremendously on Democrats since 2000 along with their dirtball campaign tactics used while crying foul over Republican dirty tricks of lessor offense.

Mark
