Moon, Mars and Beyond.
By contrast I see the Moon as the critical stepping stone to Mars. Its the training/testing ground that is critical to building the expertise needed to make Mars settlement feasible. Its not a detour, its on the shortest path to Mars.
To leap to Mars without first using the Moon for R&D is just a formula for failure. At best it will only leave flags and footsteps on Mars.
