The problem is the administration has already defined a return to the Moon and a Moonbase into the "plan" which is not actually a plan anyway.
The administration is moving forward with this silly unfocused multi-hundred billion dollar vision thing.
It gets even more confusing when we drop it on NASA's shoulders and it stopped being MMB and became VSE (not a good sign).
Anyway, you either ride it or it rides you.
