What makes you think we can't simulate as harsh an environment on Earth or in LEO as the Moon? LEO simulates LOWER gravity which is more harsh and can be used to run simulations at exactly Martian garvity. We can simulate equivalent vacuums for practical purposes anywhere and radiation as well. You sure as hell won't simulate Martian dust storms on the Moon as easily as Earth.
