The answers people need to hear (which unfortunately are not always those they want to hear, depending on the propaganda), are the easiest ones to defend and argue in favor of.
And, luckily, the answers do eventually get through, with time.
I don't know if avoiding humiliation for the vanquished is a simple answer, but that's how conflicts are resolved.
