Yes, most countries are immuned to it and I doubt they'd sighn a Kyoto agreement. Regardless, the US would pass by a landslide, it comes down to that they think that they are politically immuned. (United Nations... and I had a cousin that worked there since it's begining in 1947).
China and everyone else needs to step up to the plate.
