I can see #1 and #3 being possible. I've suggested #3 myself.

#2: Possibly, seeing Bush's determination to go to war no matter what Saddam did, a shot at a Pyrrhic victory by making Bush look foolish when no weapons are found.

is just plain silly.

Saddam in a two-room apartment in Syria:

"Hah! I made Bush look like a doofus! My plan worked! Now how the hell do I get this can of Beefaroni open..."
