Inevitable war? The history of this is not so old yet that I don't remember a number of "outs" given Saddam along the entire process to avoid war, including meeting several demands on a reasonable disarmament process, or submitting to being exiled.
Of course, to a megalomaniac, the nation comes a distant second to himself, so I suppose that was futile to start with.
